RFP Bid Opening

The special meeting of the Port of the Islands Community Improvement District was held on Friday, October 23, 2020 at 1 PM via web conference.

Present (on the web) and constituting a quorum were:
Tony Davis – Chair

Andrew Florance – Ferguson Waterworks (bidder)

The following is a summary of the discussion and actions taken at the Port of the Islands Community Improvement District (CID) Board of Supervisors special meeting. It was conducted using Go-to-Meetings as a result of Executive Order 20-69 which waived the quorum requirements during the COVID-19 pandemic and allowed for meetings to be conducted in this manner.

FIRST ORDER OF BUSINESS Call to Order and Roll Call

The Port of the Islands Community Improvement District meeting was called to order by the Chair with District Manager Cal Teague calling roll. All Board members were present except Supervisor Kish. Also present by web conference were Daniel Cox, Attorney; David Schmitt, Engineer; Mitch Gilbert, Florida Utility Solutions; Christopher Dudak, Assistant to the District Manager; Nancy Dudak, PDM; Jennifer Miller, PDM; Barbara Crosby; PDM and Andrew Florance of Ferguson Waterworks.

SECOND ORDER OF BUSINESS Sealed Bid Opening

The purpose of this meeting was to open sealed bids previously solicited by advertisement for a meter change out program. Two bid packets were received: one from Water Werks, Inc. and one from Ferguson Waterworks. The District Manager opened the Water Werks packet.  There is sealed bid and 6 hard copies, which includes a summary, scope, insurances and a recognition of amendment 1. The bid base is $186,977.  The optional bid is $53,100.  Water Werks has also submitted an alternate bid for additional days of storage at $246,997 with optional items at $71,100.   

The District Manager opened the sealed Ferguson Waterworks bid. There is a sealed bid and hard copies and an electronic version.  Bid includes proposal, for $186,550.  The optional bid is for $52,925.  They included a second bid for $208,850 with optional items of $ 58,575.         

On MOTION by Chair Davis, seconded by Supervisor Kehlmeier, with all in favor, the Board requests to send all bids to the meter change-out review committee for review and to make a recommendation to be presented at the next Board meeting on November 20, 2020.

THIRD ORDER OF BUSINESS Adjournment

There being no further Orders of Business and,

On MOTION by Chair Davis, seconded by Supervisor Dillon, with all in favor, the special meeting was adjourned at 1:13 PM.
