The Federal Emergency Management Agency (FEMA) has received the subgrant application for Port of the Islands Community Improvement District’s water treatment plant due to damages in Hurricane Irma (DR-4337-FL PW 08043). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published October 6, 2017 for Hurricane Irma. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Floodplain:
Project is located in the AE Zone, otherwise known as the area with 1% annual chance of flooding to the Base Flood Elevation (BFE), per Collier County FIRM Panels #12021C0860H dated 5/16/2012.

Proposed Work and Purpose:
Port of the Islands Community Improvement District replaced Supervisory Control and Data Acquisition (SCADA) devices that were damaged as a result of Hurricane Irma.

Project Alternatives:
The no-action alternative is impracticable because the water treatment plant requires the SCADA devices to function. Plans for the facility from 2010 show that the lowest finished floor elevations for buildings in the facility are above 7 feet. With a BFE of 7 feet, this elevation of the floor provides adequate protection against flooding. Alternate locations were not considered as the SCADA devices are an integral part of a larger facility that is functionally dependent on access to water.
